Carrie T. Emigh, 35, of Webster St. in Saratoga Springs was arrested April 3 for disorderly conduct, a violation charge. Officers responded to the Bullpen Bar on Caroline Street for an unwanted guest. Upon officers arrival they were informed that a female (Emigh) had been asked to leave the bar and refused to do so. Emigh was advised by officers she needed to leave the bar. When she refused to do so, she was placed under arrest. Emigh was transported to the police department, processed and released on an appearance ticket.
Joshua E. Chambers, 37, of Prospect St. in Greenwich was charged with refusing a pre-screen test, a violation, and being ability impaired by drugs, a Class A misdemeanor on April 3. Chambers vehicle was stopped on South Broadway. Chambers appeared to be under the influence of possibly narcotics and refused a screening test when asked by officers. Chambers was placed under arrest and charged with DWI Drugs. Chambers was transported to the police department where he was processed and celled pending a City Court arraignment.
William W. Tobin, 54, of West Harrison St., Saratoga Springs was arrested April 3 and charged with four counts of criminal sale of a controlled substance and eight counts of criminal possession of a controlled substance. Tobin turned himself in to members of the Saratoga Springs Police Department Narcotics Unit after a six month search. Tobin was the focus of a narcotics investigation for the sales of cocaine. He was indicted in the fall of 2012 and fled the area. Tobin voluntarily surrendered without incident, was processed and remanded to Saratoga County Jail in lieu of $50,000 cash or $100,000 bond.
