The following are arrests made by the Saratoga Springs Police Department.

Ariel M. Spencer, 31, of Grand Ave., Saratoga Springs was arrested April 14 and charged with third degree assault, a Class A misdemeanor. Officers responded to a house on Grand Ave. for a female who had been assaulted. Upon arrival it was determined that Spencer had repeatedly punched, kicked, and thrown the female victim to the floor of the house. Spencer was placed under arrest and transported to the police department. The victim was transported by EMS to Saratoga Hospital and is undergoing treatment at this time. Spencer was processed and will be celled until a City Court arraignment. Further charges are possible when the seriousness of the injuries are determined by ER Doctors.

Jeffrey D. Hulett, 21, of Rodgers Lane, Saratoga Springs was arrested April 14 and charged with DWI with a BAC more than .08, both Class A misdemeanors. He was also charged with speeding and an unsafe lane change. Officers stopped a vehicle on Union Ave for erratic operation and identified the driver as Hulett. Upon talking to Hulett, officers determined that Hulett appeared to be in an intoxicated condition. He was placed under arrest for DWI and transported to the police department. 

Zaccarif Viscusi, 22, of Avalon Way, Altamont was charged with second degree criminal trespassing, and resisting arrest, both Class A misdemeanors, April 14.

Kevin J. Ceglarski, 22, of Holly Berry Road in Bristol, Connecticut was arrested April 14 and charged with criminal trespassing in the second degree, a Class A misdemeanor. Officers responded to the Saratoga Hilton on Broadway for two subjects who were creating problems on the third floor. Upon the officers’ arrival they were taken to the third floor by security where Viscusi and Ceglarski were identified as the people causing the problems. Both subjects were advised they had to leave the hotel. Ceglarski refused to leave and was placed under arrest. Viscusi refused to leave and then began fighting with officers. Viscusi was taken down to the ground by officers and placed under arrest.

Susan A. Waters, 45, of Limerick Lane, Ballston Spa was arrested April 14 and charged with DWI with a BAC more than .08 and failure to stop at a stop sign. Officers stopped a vehicle on Ballston Ave. for erratic operation and identified Waters as the driver. Waters appeared to be intoxicated and was placed under arrest for DWI. Waters was transported to the police department where she was processed and then released to a third party. 

Amir Rivera-Lieberman, 19, of Skidmore College was charged with exposure of a person, April 14. Officers were coming into the police station with a DWI arrest when they observed a male subject in front of the police department exposing himself and then urinating on the sidewalk. Officers arrested Rivera-Lieberman, brought him in to the police department, processed him and then turned him over to Skidmore Security. 

Norachessie Buitrago-Falcon, 28, of West Fenlon St., Saratoga Springs, was arrested April 14 and charged with assault in the third degree. Officers observed Buitrago-Falcon attack another female on Broadway, punching, kicking and then throwing her to the ground. Officers immediately placed Buitrago-Falcon under arrest and transported her to the police department. The victim was treated at the scene for minor injuries.

Zachary T. Pettit, 20, of Wampum Drive, Saratoga Springs was arrested April 14 for DWI, aggravated DWI with a BAC over .18, speeding, unlawful possession of marihuana and open container. Officers stopped Pettit’s vehicle on Hamilton St. for various vehicle and traffic violations. Officers identified Pettit as the driver and he appeared to be highly intoxicated. Officers arrested Pettit for DWI and transported him to the police department. Pettit was processed and then celled pending a City Court arraignment.

Matthew K. Lattanzio, 20, of North Toll St. in Scotia was charged with second degree criminal impersonation, a Class A misdemeanor, April 13. Lattanzio was stopped by Casino security for attempting to use what appeared to be an altered license to purchase alcohol. Officers responded and determined that the license was altered and Lattanzio was placed under arrest and transported to the police department. 

Andrew J. Gardner, 34, of Quail Court, Saratoga Springs was charged with disorderly conduct on April 14. Officers stopped Gardner on Union Ave. because of his suspicious behavior in and out of traffic on a bicycle. Officers attempted to speak with Gardner who immediately became combative. He was placed under arrest for disorderly conduct. 

Henry O. Frelinghuysen, 26, of Route 9, Saratoga Springs was arrested April 13 and charged with DWI, BAC more than .08, speeding and following another motor vehicle too closely. Officers stopped a vehicle on South Broadway for speeding and erratic operation. Frelinghuysen was identified as the driver and he appeared to be in an intoxicated condition. 

Arielle L. Carnevale, 23, of Vischer Ferry Road, Clifton Park was arrested April 12 and charged with failure to keep right, equipment lighted head lamps, failure to comply with lawful order of the police and DWI. Officers stopped a vehicle being operated by Carnevale for alleged vehicle and traffic violations. During the course of the traffic stop, Carnevale appeared to be intoxicated and was arrested for DWI. 

Allison M. Fisher, 40, of Fawn Road, Gansevoort was charged with Petit Larceny, a Class A Misdemeanor, April 12. Officers were dispatched to Kohl’s Department Store for an individual who had stolen some items from the store. Upon officers arrival they were advised that Fisher had taken some items and walked out of the store. Fisher was arrested and transported to the police department. Fisher was processed and arraigned.

Daniel L. Wilt, 26, of South Broadaway, Saratoga Springs was charged with second degree criminal contempt and arrested April 15. Officers arrested Wilt for violating a full stay away order of protection. The victim advised officers that Wilt continues to make contact with her even though the judge has issued an order. Wilt was transported to the police department where he was processed and celled pending a City Court arraignment.

Jacob J. Weakland, 27, of Ludlow St., Saratoga Springs was arrested April 15 and charged with criminal possession of a controlled substance, criminal possession of a hypodermic instrument, second degree criminal use of drug paraphernalia and third degree unauthorized use of a vehicle. Officers responded to Weakland’s residence to arrest him on a warrant for unauthorized use of a motor vehicle. Upon confronting Weakland, he was found to be in possession of various drugs and drug paraphernalia. Weakland was transported to the police department where he was processed and celled. Weakland is presently on parole for prior narcotic related offenses.

David H. Wright, 69, of Casey Road, Schuylerville was arrested April 17 and charged with third degree stalking. Wright was arrested on a City Court warrant from a Domestic Incident that occurred on April 3. He is alleged to have continuously followed an ex-girlfriend. Wright was processed and arraigned in City Court.

Connor F. Demarco, 20, of Brampton Lane, Northumberland was arrested April 16 and charged with seventh degree criminal possession of a controlled substance, unlawful possession of marihuana and possession of a controlled substance outside the original container. Officers stopped a vehicle on Division St. and identified Demarco as the driver. Demarco was found to be in possession of narcotics, arrested, processed, and released on an appearance ticket to return to court at a later date.

Justin J. Tavarez, 22, of Courtlandt Ave. in the Bronx was charged with fourth degree grand larceny, a Class E Felony, and arrested April 16. Tavarez was arrested on a warrant from an incident that occurred April 12. Tavarez is alleged to have stolen property valued over $1,000 out of a Saratoga taxi cab. Tavarez was processed and arraigned in City Court.
