A. Value is measured in both enjoyment and equity. Each market is different and is in flux. The best rule of thumb is to use the 10-15 percent rule to ensure staying within a return on investment scenario. You take the total estimated value of the home and multiply by 10 or 15 percent to determine a project budget.
