Holiday Ornament Honors Marylou Whitney

SARATOGA SPRINGS — Saratoga Hospital’s 28th annual holiday ornament pays tribute to one of Saratoga’s most notable figures, Marylou Whitney. 

Joseph Bell, M.D. designed the gold ornament, which is currently on sale for $25 at the hospital gift shop, Adirondack Trust branches, Impressions of Saratoga, Treasures Boutique, and Crafters Gallery. Proceeds will support the hospital’s Cancer Patient Fund. 

In 2019, Whitney was inducted into the National Museum of Racing and Hall of Fame, just two weeks after she passed away at her home in Saratoga. Known as the “social queen of Saratoga,” Whitney was an influential presence in the Spa City, co-founding both the Saratoga Performing Arts Center (SPAC) and the National Museum of Dance. 

Saratoga County Clerk Installed as NYSACC President  

BALLSTON SPA — Saratoga County Clerk Craig A. Hayner on Oct. 23 was sworn in as the new president of the New York State Association of County Clerks (NYSACC).

The installation of the organization’s new slate of officers took place during its annual fall conference, held in Clifton Park. Hayner will serve in the position for the next year. 

As NYSACC president, Hayner said he will focus the organization’s efforts on expanding and further developing relationships with key entities in government, the private sector and non-profits statewide. He also will look to capitalize on the strengths of NYSACC members. 

Hayner was first elected as Saratoga County Clerk in November of 2013. Prior to that, he served as a councilman on the Halfmoon Town Board for 6 years and worked in various roles in the private sector for more than 25 years. 

The NYS Association of County Clerks was founded in 1921 and unites clerks from across the state, providing them a unifying voice on state legislation and regulations, the strength of their collective knowledge, and a forum for sharing best practices.  

Members are nominated and voted upon for officer positions during the annual summer conference. NYSACC officers take their oaths and begin serving in their new roles annually during an installation ceremony at the organization’s fall legislative conference.  

“The NightmarKeT before XMAS” Comes to Beekman Street

SARATOGA SPRINGS — A new outdoor market event – “The NightmarKeT before XMAS,” will be staged 2-6 p.m. Saturday, Nov. 18 at the Saratoga Springs Arts District.

The outdoor evening market with a Tim Burton vibe will feature 13 vendors set up between 30 and 38 Beekman Street selling a variety of handmade goods including oddities, ceramics, paintings, jewelry, accessories, hand knitted items, baked goods and more. 

The intent, says event organizer Jessica Boshek, owner of The Dark Gem Shoppe, is to help local artists have an inexpensive venue to sell their handmade items while bringing more awareness to the artists on Beekman Street and the other small businesses on the west side of Saratoga Springs. 

The galleries, gift shops, and restaurants along Beekman Street will be open during the event. 

A Holiday Tradition Returns:  “Holiday Lighted Nights” at County Fairgrounds

Washington County Fairgrounds “Holiday Lighted Nights” returns Nov. 24.

GREENWICH — Opening Day of the Washington County Fairgrounds “Holiday Lighted Nights” takes place Friday, Nov. 24 and will run select nights through Dec. 30. 

The drive-thorugh holiday tradition includes giant, lighted displays featuring holiday favorites as well as community-created displays over a mile-and-a-half journey. 

Tickets are $25 per carload. The event is staged at the Washington County Fairgrounds in Greenwich. For specific dates, times and other information, go to: washingtoncountyfair.com.  

Mayor Signs Agreement with DEC for Climate Action Plan

SARATOGA SPRINGS ­— Mayor Kim, with City Council approval, accepted a $37,500 grant from the Department of Environmental Conservation (DEC) for a Government Operations Climate Action Plan (CAP) during the Nov. 8 City Council meeting.

The CAP will establish initiatives and policies that enable the city to meet its climate goals, identify priority strategies and actions for reducing greenhouse gas emissions, assess the vulnerability of the city’s infrastructure and natural environment to projected climate change, and create several shovel-ready projects able to compete for private, federal, and additional state funding. 

The city has reviewed proposals responsive to an RFP for consulting services and expects to announce an award of bid at the Nov. 21 City Council meeting.

The consultant, with assistance from a project team comprised of members of the Climate Smart Task Force and City staff, will draft the CAP for review by stakeholders, local officials, advisory agencies, and citizens. After comments and recommendations are taken into consideration by the consultant and project team, the CAP will be brought to City Council for approval. The process of developing the Climate Action Plan is anticipated to take 12-18 months. 

Assemblywoman Woerner: Bills To Support School And Public Libraries Signed Into Law

SARATOGA COUNTY —Assemblywoman Carrie Woerner, D-Round Lake, announced three bills to support libraries statewide have been signed into law. 

The pieces of legislation expand access to digital resources at school libraries, protect conservation grants for invaluable library materials and cut red tape surrounding local library funding.

“Libraries are cornerstones of our local communities,” Woerner said, in a statement.  “The services libraries provide to our communities are innumerable, from study spaces to computer technology and internet access, as well as job training and senior activities. As chair of the Committee on Libraries and Education Technology, I have remained steadfast in my commitment to support New York’s library system. I thank the governor for signing these bills into law and look forward to seeing the positive impacts of these investments in our communities.”

Woerner sponsored legislation to update the definition of school library materials to include digital resources, helping modernize our schools by making digital materials eligible for state aid (Ch. 571 of 2023). The other measure she sponsored will ensure research libraries have the resources to preserve and conserve their materials (Ch. 578 of 2023). Additionally, Woerner co-sponsored and passed a law to reduce the time local governments need to spend on collecting signatures to call for votes on library funding increases (Ch. 587 of 2023).

Saratoga County Court

Richard T. Irelan, 45, of Johnstown, pleaded Nov. 9 to vehicular manslaughter in the second-degree. Sentencing Jan. 16. The charges stem from an incident in Wilton last July, when Irelan is suspected of operating a motorcycle erratically before rear-ending a pickup truck on the I-87 Exit 15 southbound ramp. According to the county District Attorney’s Office, the impact of the crash resulted in the ejection of the passenger on the motorcycle, Amanda Sullivan. Sullivan succumbed to the injuries suffered at Saratoga Hospital. A subsequent blood test revealed a blood alcohol concentration of .09% and the presence of cannabis in Irelan’s system, according to the DA’s office. 

Jeremy J. Scoville, 52, was sentenced Nov. 8 to 5 years’ incarceration and 3 years’ post-release supervision after pleading to strangulation in the second-degree, and 1-1/3 to 4 years’ on a felony charge of criminal contempt, charged December 2022 and March 2023 in Stillwater. Sentences to run concurrently.   

NY State Police

On November 8, 2023, at about 5:05 p.m., Troopers responded to Boscov’s parking lot on Clifton Country Road in Clifton Park for a report of a fight in progress. 

Subsequently, State Police of Clifton Park arrested Lanette Stearns, 44 – charged with robbery in the second-degree, criminal possession of a weapon in the third-degree, petit larceny, criminal possession of a controlled substance in the seventh-degree, and criminal impersonation in the second-degree. Kolawole Fashuyi, 32, was arrested and charged with assault in the third-degree. 

Police said the investigation indicated Stearns reportedly exited the store without paying for multiple items and was confronted by the store’s loss prevention officer who attempted to retrieve the reportedly stolen items from Stearns, at which time she bit and struck them with a stolen item.  

Fashuyi, who is known to Stearns, then interfered and reportedly hit the store employee multiple times with his fists, police said. 

The pair fled the location together and were taken into custody a short distance away. Stearns is accused of provided false identifying information during the investigation and was found to possess a glass smoking device containing drug residue when taken into custody. EMS evaluated the store employee due to injuries suffered during the incident. 

Fashuyi was issued an appearance ticket returnable to the Clifton Park Town Court and released. Stearns was arraigned at the Clifton Park Town Court and sent to the Saratoga County Correctional Facility in lieu of $5,000 cash, $10,000 bond, or a $50,000 partially secured bond.

On Nov. 5, at about 2:30 p.m., State Police of Saratoga received a complaint of an adult smoking Cannabis in a vehicle with children while in the parking lot of a business in Malta. Troopers patrolled the area and located the vehicle matching the caller’s description, driving on State Route 67, and stopped the vehicle. The driver was identified as Ryan P. Seifridsberger, 25, of Niskayuna. Also in the vehicle were two children under the age of 15. Seifridsberger was arrested for Driving While Ability Impaired by Drugs with a Child (Leandra’s Law), two counts of Endangering the Welfare of a Child, and other Vehicle and Traffic Law violations. The children were turned over to a family member. Seifridsberger was transported to SP Saratoga, where he was processed and evaluated by a Drug Recognition Expert (DRE). A sample was collected from Seifridsberger to determine the drug content of his blood. He was issued an appearance ticket returnable to the Malta Town Court on Nov. 23, and released to a sober third party.

On Nov. 6, at about 5:43 p.m., State Police of Wilton responded to the report of a car crashed into a parked vehicle in a parking lot on State Route 9 in Moreau. The vehicle’s driver was identified as John V. Mattison, 57, of Queensbury. Mattison was arrested for Driving While Intoxicated. He was transported to SP Wilton for processing, where he recorded a 0.23% BAC. Further investigation discovered Mattison has had a previous DWI conviction in the last ten years. He was issued tickets returnable to the Moreau Town Court on Nov. 29 and released.

Saratoga Flag Company: Take The Flag Advocacy Challenge

SARATOGA COUNTY —Saratoga Flag Company is actively promoting The Make American Flags in America Act throughout New York State and across the nation.

The company has provided American Legion Adirondack Post 70 Adjutant Keith Koster with an American-made, Betsy Ross, 13-Star USA Flag to take on a multi-state hiking journey where Koster is promoting awareness of the American Legion’s “Be the One” Peer Support Program, to end Veteran suicide. Each summit will be highlighted with a photo posted on social media of “Old Glory” tagged with the hashtag:  #MakeAmericanFlags inAmericaAct on each social media post.

Koster has been featured in the centennial edition of The American Legion magazine, for hiking all 46 of the Adirondack Peaks and displaying an American Legion flag at each summit to celebrate the 100th anniversary of The American Legion.

Saratoga Flag Company is promoting a Flag Advocacy Challenge: Take a photo of yourself with an American-made U.S.A. Flag, in your favorite locations to promote The Make American Flags in America Act, and post the photos to your social media accounts with the hashtag  #MakeAmericanFlags inAmericaAct. 

The Make American Flags in America Act of 2023, (H.R. 4137), was introduced in June by Congresswoman Elise Stefanik. The Bill states that any American Flags displayed on taxpayer-funded Federal property must be Made in the U.S.A. Any American Flags purchased by the Federal Government must be Made in the U.S.A.
